(a) Except as provided in Section 351.04(e)-(g) pertaining to handicapped parking, whoever violates any provision of Chapter 351 shall be assessed a civil fine of no less than ten dollars ($10.00) and no more than twenty dollars ($20.00) for on-street parking. If such civil fine is not paid within seven days of the issuance of the citation, an additional penalty of up to twenty dollars ($20.00) shall be added to such civil fine totaling no more than forty dollars ($40.00). If such civil fine is not paid within 30 days of the issuance of the citation, an additional penalty of thirty dollars ($30.00) shall be added to the original fine totaling up to no more than fifty dollars ($50.00).
(b) The filing of an answer denying a parking infraction within seven days of the issuance of the parking citation shall temporarily suspend the seven day time period in subsection
(a) hereof.
(c) Whosoever file an answer of denial of a parking infraction shall, if the denial is overruled by the Hearing Examiner, pay the hearing cost of twenty dollars ($20.00) in any penalty imposed by the Hearing Examiner, and shall be subject to the time limitations set forth in subsection (a) hereof as of the date of the hearing.
