(a) Parking spot or place reservation consideration shall be based on a first come first serve basis.
(b) The business owner will fill out a simple reservation form that will list three desired project start dates with 1-3 listed from most to least desired start date. The form will be filed with the Police Chief and/or Administrator who will note the date and time it is submitted. The Administrator will then submit the form to the Elmore Police Department who will attempt to accommodate the business owner according to its requested dates. If one of the initial proposed dates is available then the Police Chief will issue a permit to use the parking spaces for the construction phase of the business owner’s project. If those dates or spaces are not available at that time, the Police Department will either send the request back to the Administrator who will then contact the business owner and allow them to propose another three start dates without losing their place in line, or contact the business owner directly. If the second set of requested dates is not available, the business owner must start the procedure over and submit a new set of dates and start back at the end of the line with a new date and time stamp which will allow parity in the application process. These permits are valid for thirty (30) days unless otherwise specified.
(c) Each 30-day permit will consist of an allowance for a dumpster no larger than one parking space, and one additional parking space for the main contractor’s vehicle. It is possible to get a 10-day extension for the parking space for a contractor’s vehicle, as long as the request is submitted within 15 days after the approved permit start date. There will be no extension for dumpster space usage, only for contractor vehicle usage. If the business finishes the demolition and materials removal portion of their project early, they will still retain usage of two parking spots in front of their business to be used by contractors ONLY.
d) Both parking spots will be roped off by the business owner who is responsible for the enforcement of the spot usage. If the rules and guidelines for use are not following appropriately, then both the contractors as well as the business owner may be ticketed. This violation is a minor misdemeanor with a maximum fine of one hundred dollars ($100.00) for each day of violation. Responsibilities are shared by the business owner as well as the contractors for hire. The main contractor will hold one parking spot with an approved permit, plus extensions. All other workmen that park in the downtown area, on Rice Street, will be given a traffic citation for a parking violation.
(e) Dumpster Parking Space Placement. At no time will there be any more than two projects on one side of the street and one project on the other side going on to take up parking spots in downtown Elmore. This scheduling issue should be handled via the permit issuance process.
(f) Permit Application Text Based Flow Chart.
(1) Applicant submits form to Administrator or Police Chief.
(2) Administrator time stamps and sends to Police Department for review.
(3) Police Department approves and issues permit to applicant, or
(4) Police Department does not approve and sends application back to Administrator or applicant.
(5) Administrator or Police Chief staples new application form (filled out by applicant) with three new dates and staples to old form then resubmits to Police Department (no date or time stamp, using original date as point of reference).
(6) Police Department reviews and approves date and issues permit to applicant, or
(7) Police Department does not approve and applicant starts process over.
