311.04 PLACING SIGNS WITHIN PUBLIC RIGHT OF WAY.
   (a)   No person shall place a sign in the public right of way where such sign is temporary in nature (i.e. garage sale signs, political signs, real estate signs and other temporary signs).
   (b)   These signs shall be destroyed or otherwise disposed of by the Village.
   (c)   This section shall not apply to signs of community service organizations where permission has already been permitted by Council, nor shall it apply to concrete, brick or stone monuments or signs for historical, hospital, school or subdivision purposes.
   (d)   This section shall not apply to any directional or location sign placed on Village property or right-of-way with prior approval by Village Council. This approval shall only be given after an accurate, to scale, drawing, reproduction or photograph has been presented to the Zoning Administrator and Planning and Environment Committee for their recommendation to the Council.

   (e)   Whoever violates this section shall be fined a minimum of thirty dollars ($30.00) but no more than one hundred dollars ($100.00) for each violation.
