311.02 PARADES AND ASSEMBLAGES.
   (a)    "Parade" means any procession or moving assemblage upon any public street other than vehicular traffic for a funeral, wedding, or patriotic procession. Special events, as defined in Village Ordinances, are not parades.
   (b)    No person, group of persons, or organization, shall conduct or participate in any parade which will require rerouting or closing of streets or will by its nature constitute a menace to the safety or well-being of the Village or its inhabitants, or which shall cause Village personnel to be used for set-up and clean up, or will require the use of Village property without first obtaining a permit signed by the Chief of Police. Request for the permit must be received at least twenty-one days prior to the date of the event. The Chief of Police will issue or deny the permit within seventy-two hours of receiving the request. If the Chief of Police denies the permit, the sponsoring agent may appeal the denial to the Village Council for final arbitration and decision by majority vote, within ten working days.
   (c)    In case of an event of spontaneous nature, such as a high school team winning a State championship, the Mayor shall have the authority to grant permission for a parade through Village streets. If the Mayor is inaccessible the President of Council shall have such authority. If both the Mayor and President of Council are inaccessible the police officer on duty shall have such authority.
   (d)    The Chief of Police will determine which streets may be blocked or rerouted and how may extra police officers may be required for the parade or assemblage.
   
   (e)    The permit may be refused or canceled if:
      (1)    The time, place, size or conduct of the parade including the assembly areas and route of march would unreasonably interfere with the public convenience and safe use of the streets and highways.
      (2)    The parade would require the diversion of so great a number of police officers to properly police the line of movement, assembly area and areas contiguous thereto so as to deny normal police protection to the Municipality.
      (3)    The parade route of march or assembly areas would unreasonably interfere with the movement of police vehicles, fire-fighting equipment, or ambulance service to other areas of the Municipality.
      (4)    The parade would unreasonably interfere with another parade for which a permit has been issued.
      (5)    The information contained in the application is found to be false, misleading, or incomplete in any material detail.
      (6)    An emergency such as a fire or storm would prevent proper conduct of the parade.
   (f)    The permit or any order accompanying it may limit or prescribe reasonable conditions, including the hours, the place of assemblage and of dispersal, the route of march or travel in the streets, highways, or portions thereof which may be used or occupied. Use of bullhorns or sound amplification equipment for such events is prohibited after midnight.
