(a) The Commission shall consist of five (5) members. Up to three (3) Village residents shall be appointed by the Mayor. One member shall be a member of the Council, and the Village Administrator.
(b) The Mayor, subject to the approval of the Village Council, shall appoint all members of the Commission.
(c) The Chairperson shall preside over the Commission, its meetings, and act as parliamentarian. The Vice chairperson shall assume the duties of the Chairperson in his or her absence
(d) The three (3) members appointed by the Mayor shall be appointed for a three (3) year term so as to stagger so not more than two (2) members terms expire in the same year. An exception to the expiration schedule shall be if a member or members resign before the expiration of their term, the Mayor shall immediately appoint a replacement to fill the unexpired term.
(e) The Commission members shall serve without compensation.
(f) Any Commission member who misses more than three meetings or more than fifty percent (50%) of the regular meetings on an annual basis shall be removed from the Tree Commission.
(g) Tree Commission members shall complete the Tree Commission Academy as provided by the Ohio Department of Natural Resources as follows:
(1) Village Administrator is to complete the entire Tree Commission Academy curriculum. This should be completed within the first two (2) years of being on the Committee
(2) The Village of Elmore Councilman and Tree Commission citizen members must complete two (2) quarters of the Tree Commission Academy. These individuals may attend the remaining sessions if desired.
All expenses for the Tree Commission Academy will be reimbursed by the Village upon successful completion. (Ord. 28-23. Passed 12-11-23.)
