“Service or business vehicle” means a vehicle meeting one of the following requirements:
(a) A vehicle parked while waiting for repair by a garage or service station located in the central business district.
(b) A vehicle used by a person employed in the central business district and used to drive to and from work.
Service or business vehicles must be designated by the Village Administrator or Police Chief. A designation under subsection (a) above shall expire on the 90th day. If a requested designation is denied, the applicant may appeal in writing within ten business days to the Elmore Village Council for a hearing to determine if the original decision should be overruled by a majority vote.
