§ 30.26 EMERGENCY PURCHASES.
   (A)   The City Manager may make emergency procurements if there exists a threat to public health, welfare, or safety, or if a situation exists which makes compliance with the procurement process specified in § 30.23 contrary to the public interest. Emergency procurements shall be made with such competition as is practicable under the circumstances.
   (B)   A written determination of the basis for the emergency and for the selection of the particular contractor shall be included in the contract file.
   (C)   Whenever an emergency expenditure in excess of the amount stated in § 30.23(B) is made, a report specifying the nature of the emergency and the amount of the expenditure shall be made to the Council at a regularly scheduled Council meeting.
