(A) The City Council shall provide for the financial, physical, personnel, and consulting requirements of the City Court and may adopt additional ordinances as may be deemed necessary for the consistent implementation of this code.
(B) The City Manager and Presiding Judge shall confer, in good faith, in all efforts to reconcile any conflicts of authority between branches of government. Pursuant to case law, the final authority over all judicial functions within the City Court is hereby expressly reserved unto the Presiding Judge.
