(A) These regulations shall be administered and enforced by the Planning and Development Department of the city, or other agency as designated by the City Council, through the Planning Director.
(B) All subdivision plats submitted to the city shall first have been examined by Planning Director and the El Mirage Planning and Zoning Commission in accordance with the procedures established by these regulations. As part of their examination, the Director and the Commission may consult with other public or private agencies to determine whether or not the plat, as proposed, will contribute to the orderly growth and development of the city. The actions of the Department, the Commission and the Council shall be governed by the procedures and schedules set forth above.
