No person shall be qualified to be Mayor or a member of the City Council unless:
(A) At the time of the election such person is at least 18 years of age, is a qualified elector of the City of El Mirage, and has resided in the City of El Mirage for not less than one year preceding the election, or if an area has been annexed to the city for a period of less than one year next preceding the election has resided in such area for one year next preceding the election.
(B) Such person is at all times during his or her term of office a resident and qualified elector of the City of El Mirage.
