§ 152.246 APPEAL PROCEDURE.
   Any developer who has been aggrieved by a decision of the Public Works Director or the Public Works Department, pursuant to action taken in the enforcement of this chapter, to include benefit study standards, criteria, limits, cost assignments and the like, may appeal the decision for consideration by the City Council. Appeals shall be presented in writing to the Public Works Director, who shall prepare a report and recommendation to the Council and notify the appellant in writing of the time and place of the Council hearing. The Council may modify these provisions in such a manner and to such extent as it may deem appropriate to the public interest. The decision of the Council shall be final and conclusive.
