(A) Approval of off-site construction plans and specifications shall be valid as basis to issue construction permits for a period not to exceed one year after date of approval. Approval of off-site plans and specifications shall continue to be valid provided construction has commenced and that no suspension or abandonment of the work has occurred. Plans for which construction is not started within one year shall be resubmitted and shall be deemed a new submittal and all fees and charges shall apply.
(B) Approval of plans and specifications by the Public Works Director does not relieve the design professional of responsibility for errors or omissions and for the correction of them and liability caused by their occurrence unless they were required to be added or omitted by the Public Works Director.
