(A) The developer must obtain an encroachment permit in accordance with Chapter 151, prior to commencing any work in or on the city highway, street, public property, or right-of-way. In addition, plans and specifications for and construction of all off-site construction must be reviewed and approval obtained pursuant to this chapter.
(B) Approval of off-site construction plans and specifications is required by the Public Works Department prior to issuance of an encroachment permit for off-site construction.
