Improvements shall, as a minimum, extend to the center of abutting streets or rights-of-way and may extend beyond the center when median islands and two-way traffic requirements necessitate an extension. When the property to be redeveloped abuts a canal, drain, wash, irrigation ditch, or similar facility, the off-site construction shall include full improvements to the facility.
