As a condition of approval of any subdivision, minor division of land, or site development plan, the developer shall be required to design, engineer, construct, and install all off-site improvements on and adjacent to the site to be developed, in accordance with the requirements set forth in the city code and the zoning code and regulations, the encroachment permit code, and this chapter. This requirement applies to all land developed or redeveloped under the provisions of any of the above listed chapters.
