Applications for an encroachment permit pursuant to this section shall be reviewed by such outside expert consultants and city staff as deemed necessary by the Department who shall approve, deny, or conditionally approve the applications unless the encroachment permit application was combined with an application for a fiber optic cable license, in which event the City Council may approve, deny, or conditionally approve the two applications together.
