Applications for telecommunication encroachment permits shall be reviewed by such outside expert consultants and other city staff, as deemed necessary by the Department, who shall approve, deny, or conditionally approve the applications unless the encroachment permit application was combined with an application for a telecommunication license, in which event the City Council shall approve, deny, or conditionally approve the two applications together.
