If the proposed encroachment includes cutting into, attachment to, or any break in the sidewalk or street pavement, the permittee shall be required to pay the pavement damage fee established by Council and to restore the pavement when the encroachment is removed in accordance with the pavement restoration regulations and specifications adopted by the city.
