Any person aggrieved by a decision of the Department acting under this chapter may appeal the decision to the City Council. The aggrieved person shall file notice, in writing, with the City Clerk within seven days after final action of the Department. The City Council may affirm, modify, or reverse the action of the Department. The decision of the City Council shall be final.
