An encroachment permit shall not be issued until any such other required licenses, permits, or approvals are first obtained and certification thereof filed with the city, provided, however, some very complex encroachment permits for proposals also needing a license from the city may, at the discretion of the Department, be processed simultaneously with the application for the license.
