Any person who is convicted of a misdemeanor criminal offense in the City Court and who, as a consequence, is incarcerated in the Maricopa County Jail shall, as part of any sentence imposed by the City Court, be required to reimburse the city for its actual expenses incurred to the county by reason of the confinement. A judge may waive all or any part of the incarceration expense if the person is found to be indigent.
