§ 111.03 ISSUANCE OF LICENSE; REFUSAL; HEARING.
   (A)   Upon receipt of an application, the Police Department shall examine the application and make appropriate investigation. If the Police Department determines that issuance of a license is not detrimental to the proper protection of the city, a license shall be issued for a period not exceeding two years. The license shall contain:
      (1)   Name of applicant;
      (2)   Picture of applicant;
      (3)   Nature of business and goods to be sold; and
      (4)   Date of issuance of license.
   (B)   In the event a license is refused, the applicant may petition the Council for a hearing regarding the action taken by the Police Department. At the hearing, the applicant shall be advised of the basis of the determination not to issue a license and may present testimony controverting the action. At the conclusion of the hearing, the Council, by a majority vote, shall determine whether or not a license shall be issued for a period not to exceed two years.
