§ 30.05 DESIGNATION OF PERSONNEL OFFICER.
   (A)   The Personnel Director is hereby designated the Personnel Officer of the city and shall be responsible for the overall administration of the merit system and the recruitment, hiring, promotion, and selection of all city employees.
   (B)   Until such time as the city employs a Personnel Director, and during any period in which the position of Personnel Director is vacant, the City Manager will assume the duties and responsibilities of the Personnel Director. In the event that both the Personnel Director and the City Manager positions are vacant, the City Council shall appoint an individual to serve as acting Personnel Director on an interim basis, until such time as one of those two positions is occupied.
