An occupant, tenant, lessee, person having lawful control, and any owner of record, as recorded in the Maricopa County Recorder’s Office, of or over any building or parcel of land shall be presumed a responsible party jointly and severally who may be held responsible for violations of this chapter in or on such building or parcel.
