§ 71.12 LOCAL SPEED LIMITS.
   (A)   It is hereby determined upon the basis of an engineering and traffic investigation by the City Engineer that the speed limit permitted by law on the following streets and/or intersections is greater than, or less than, the speed which is reasonable and prudent under existing conditions, and it is declared that the maximum speed limit on the streets set forth in divisions (B) and (C) shall be set forth in this section.
   (B)   The streets listed in Chapter 76 shall have the prima facie speed limits set forth in Chapter 76.
   (C)   Streets adjacent to all schools shall be designated as a school zone and, with the exception of streets adjacent to high schools, shall have a prima facie speed limit set at 20 mph. Streets adjacent to high schools shall have a prima facie speed limit set at 30 mph.
      (1)   School zones shall be posed in accordance with the Manual on Uniform Traffic Control Devices for Streets and Highways established by the Federal Highway Administration.
      (2)   The speed limit between portable signs indicating that “school is in session” and “stop when children in crosswalk” shall be 15 mph, unless otherwise provided by state law.
      (3)   The city and school district shall develop a “School Route Plan” for each school.
      (4)   The school district shall apply to the city for establishment of school crossings. The city will establish the school crossing in accordance with the Arizona Revised Statutes, on the basis of an engineering study.
