§ 51.047 INTERFERENCE WITH SEWER DEPARTMENT OR BUILDING INSPECTOR; DIGGING UP STREETS WITHOUT PERMIT.
   It is unlawful for any person:
   (A)   To interfere in any way with the officers of the City Sewer Department or Building Inspector in the discharge of any of their duties, either in the tapping of any sewer pipe, main, or lateral belonging to the city, or in the laying or connecting of the pipe, main, or lateral;
   (B)   To dig up or cause to be dug up any street or alley in the city for the purpose of connection with the sewer system of the city without first obtaining a permit from the Sewer Department;
   (C)   Fail or neglect to replace the street or alley in its original condition under the supervision of the Sewer Department and as required by it, or to fail to supply the city with a performance bond or cash deposit, if required by the Sewer Department, to guarantee the full, proper, and timely street or alley repair; and
   (D)   Tapping of any sewer pipe, main, or lateral except in the presence and under the inspection of a proper representative of the Sewer Department.
