§ 50.082 METER READINGS.
   (A)   Water meters shall be read once per month and a water usage for each separate bill shall be rendered for each meter and mailed to the owner of the property or the owner's authorized representative.
   (B)   If a water meter fails to operate and a reading cannot be taken, the customer's water usage will be determined based on the average monthly water usage at the property of the highest three months of water usage for said property in the previous 12 months.
   (C)   In the event any condition (including, but not limited to, dogs, locked gates, overgrown vegetation) on the premises that prevents the reading of a water meter, the customer's water usage will be determined based on the highest water usage at the property in the previous 12 months. The owner is responsible for correcting said condition within 30 days of notification from the city. The city will correct and bill for the cost of corrective actions if no action is taken by the owner.
   (D)   Any customer may request the city perform a special testing of the customer's water meter upon the payment of a deposit in an amount to be set by resolution of the Council. If the special test indicates that the meter or reading was inaccurate by more than 3%, the deposit shall be returned to the customer and the billing adjusted accordingly; otherwise, the deposit shall be retained by the city as a charge for the special meter testing.
   (E)   If the results of a meter test reflects greater than a 3% inaccuracy, the city shall replace the meter at no cost to the customer.
