(A) All utility customers, prior to securing service, shall place a deposit along with applicable establishment fees with the city in a sum to be determined by resolution of the Council.
(B) The developer/property, subject to city approval, shall be responsible for installing new water connections, including tapping water mains, installing water service lines, valves and meter boxes or meter vaults. It is the developer's/property owner's responsibility to pay all other associated city fees prior to the city installing a water meter.
(C) A charge, as set by resolution of the Council, shall be made for each turn on or turn off of water for residential units and commercial units.
