The city shall commence service charges for a consumer when the water meter is installed and the connection is made, regardless of whether water is used or not, and the charges shall continue to accrue until the account is properly closed by the consumer in writing at City Hall. A “connection” is made when the water meter valve is opened and the consumer’s water line is then openly connected to the city’s water supply line.
