A deposit shall be charged for water service to be provided to any premises before the service commences. The amount of the deposit shall be set by resolution of the Council. Deposits shall be non-interest bearing and shall be refunded to the consumer upon discontinuance of service and payment of charges, provided that charges may be deducted from the security deposit before the refund is made.
