The City Manager shall have the immediate control and management of all things pertaining to the city water system and shall cause to be performed all acts that may be necessary for the prudent, efficient, and economical management and protection of the water system, subject to the approval and confirmation of the Council. The Council shall have the power to prescribe such other and further rates, rules, and regulations as it may deem necessary.
