The County Clerk shall, at least 15 days prior to the state primary elections, give notice of the appointment by each political party of three judges and two clerks of election in each election unit in the municipality, to be known as the Receiving Board. Each of the appointees referred to shall be of good character, approved integrity, well informed, able to read, write, and speak the English language, reside in the election precinct in which he or she is to serve, be entitled to vote in his or her election unit, and hold office for a term of two years, or until judges and clerks of election are appointed for the next state primary election.
