It shall be unlawful for the owner or anyone having custody, control, or supervision of any dog, cat, or other animal to allow such animal to defecate in or on any property owned by the municipality except in designated areas. The owner of every animal shall be responsible for the immediate removal and proper disposal of any excreta deposited by his or her animals on public walks, recreation areas, or private property.
