No person shall own, keep, or harbor any dog within the municipality unless such dog has a current rabies immunization tag and a municipal dog tag as provided by this chapter. Any dog found within the municipality which does have the tag required by the provisions of this chapter is hereby deemed to be in violation of the provisions of this chapter. Every owner is required to see that the proper tags are securely fastened to the dog’s choke chain, collar, or harness which must be worn by the dog at all times.
