No person shall own, keep, harbor, or maintain any dogs in, about, or upon premises not occupied by the owner or tenant of such premises as a residence unless such premises is a clinic operated by a licensed veterinarian, a pet shop, a kennel permitted by the applicable zoning district of the village, or any animal shelter operated or authorized by the village.
