§ 90.31  TOWN COUNCIL AS HUMAN RIGHTS COMMISSION.
   (A)   To assist in the elimination of discrimination in the town, the Town Council shall serve as the Human Rights Commission composed of five members.
   (B)   The members of the Commission shall serve without compensation, but they may be reimbursed for all expenses necessarily incurred in the performance of their duties in accordance with appropriations made by the Town Council.
   (C)   The expenses for carrying on the Commission’s activities shall be budgeted for and paid out of the Town Council treasury and appropriated by the Town Council for those purposes; however, the Commission shall also have the authority to accept grants or other payments to help finance its activities.  The Commission may receive federal or state funds by work sharing or cooperative agreements or grants with those funds deposited in designated non-reverting funds.
   (D)   At its first meeting in January of each year, the Commission shall select from its membership a chairperson and vice chairperson.  These officers elected at the January meeting shall assume their offices immediately.
   (E)   The Commission shall meet on the second Monday of each quarter (in January, April, July, and October) prior to a regularly scheduled Town Council meeting and shall hold special meetings as the chairperson deems necessary or at the call of a majority of its members.  Three members of the Commission shall constitute a quorum for the transaction of business.  No official action shall be taken by the Commission except by an affirmative vote of an absolute majority of a quorum of members of the Commission; provided that a majority of the entire Commission shall be required for a finding of a violation of this chapter.
