§ 36.222.1  SHIFT BIDDING PREFERENCE.
   (A)   Full-time Deputy Marshals shall shift bid based on their seniority with the most senior Deputy Marshal having preference on shift selection and normal days off preference as posted or presented by the Town Marshal or a designee.  Then shift preference shall be decided in descending order of full-time seniority with the police department.  For the purposes of shift bidding preference in the rank of Deputy Marshal, only the current term of uninterrupted full-time employment with the Town of Ellettsville Police Department shall be considered.  The current term of full-time employment shall be measured from last start date the employee was hired for a full-time position with the Ellettsville Police Department.  In the case of sergeants, time in rank is the deciding factor for shift preference.  Part-time employment with the police department or other employment for the Town of Ellettsville does not count toward seniority for shift bidding preference within the police department.
      (1)   The Town Marshal shall be regularly assigned to work first shift to perform the necessary functions of the Department Administrator.
      (2)   The Chief Deputy Marshal shall be assigned to first shift to function as department head in the absence of the Town Marshal.
      (3)   The sergeants shall shift bid amongst themselves based on seniority in the position of sergeant.  In this instance, seniority in the rank of sergeant takes preference over department seniority.  One sergeant shall be assigned to second shift (evening) and one sergeant shall be assigned to third shift (late night) based on shift bid preference.
      (4)    Shift choices will be posted or presented by the Town Marshal or a designee in November of each year.  Once shift bidding preferences have been submitted, the Town Marshal or a designee shall sort them by seniority and let each individual employee know what shift assignment they will have at the start of the coming year.  The Town Marshal or a designee shall make these shift assignments known as soon as is practical to accommodate the effected employees efforts to make adjustments in their personal lives.
   (B)   This policy does not preclude the Town Marshal or his or her designee from using any sworn employee, non-ranking or ranking alike, in various shifts during their work week to cover shift shortages created by time off requests, or special assignments as the Town Marshal deems necessary.  This policy also does not encompass any future full-time specialized positions that may be created, such as, but not limited to:  School Resource Officer, Detective, and the like.
