§ 70.03  APPLICATION OF TRAFFIC-CONTROL REGULATIONS.
   (A)   Except when a different place is specifically referred to, the provisions of the chapters of this title relating to the operation of vehicles refer exclusively to the operation of vehicles upon streets, including streets of a residential subdivision and alleys, regardless of who maintains them.
   (B)   The provisions of the chapters of this title applicable to the drivers of vehicles on a street shall apply to the drivers of all vehicles owned or operated by the U.S., this state, or any county, city, town, district, or other political subdivision of the state, subject to those specific exceptions as are set forth in I.C. 9-21-1-8 with respect to authorized emergency vehicles.
   (C)   Unless specifically made applicable, the provisions of the chapters of this title concerning traffic-control regulations shall not apply to persons, teams, motor vehicles, and other equipment while actually engaged in work on the surface of a street, but shall apply to those persons and vehicles when traveling to or from work.
   (D)   The provisions of the chapters of this title concerning traffic-control regulations supplement rather than replace state traffic laws and regulations and shall not relieve any driver, pedestrian, or other person from the duty to observe the requirements of state traffic laws and regulations.
