The primary purpose of the Agricultural district is to promote the business of agricultural production. When essential public services such as public wastewater collection and treatment facilities, properly designed and constructed roads, and potable water can be extended in an orderly and efficient manner, areas which can accommodate compact non-agricultural residential or recreational development may be considered. Pockets of high density tract homes (urban sprawl) should be discouraged due to the costs of extending public services and the high negative impact on the tax base.
