§ 30.03  PROCEDURES FOR EXERCISE OF POWERS.
   (A)   The town shall exercise a power in the specific manner required by any constitutional or statutory provision.
   (B)   If there is no constitutional or statutory provision requiring a specific manner for exercising a power and the town wants to exercise that power, the town:
      (1)   Through its Council, shall adopt an ordinance prescribing a specific manner for exercising the power; or
      (2)   Shall comply with a statutory provision permitting but not requiring a specific manner for exercising the power.
