After the work requiring the excavation has been properly completed, the person holding the permit under the provisions of this subchapter shall refill that portion of the street, alley or public place excavated, by thoroughly tamping all the material which he or she fills into such excavation and restore the pavement in accordance with specifications and standards as set forth by the Town Director of Planning Services.
