When the petitioner, under the provisions of this subchapter, asks for a permit to cut into or excavate any paved street, alley or public place, such petitioner shall deposit with the Town Director of Planning Services at the time of filing the petition, such sums for the restoration of the surface thereof as may be designated from time to time by the Town Director of Planning Services.
