§ 36.230  PROMOTIONS.
   (A)   To be eligible for promotion in rank, administrative or operations, an officer must have served on the Department a minimum of one year as a full-time police employee and meet all of the requirements as described in the job description for that position.
   (B)   At the time of promotions or selection, an officer must not be under suspension, on leave of absence, or on inactive duty due to disability.
   (C)   Promotions in rank within the Department shall be based 50% on past performance, 50% on an oral interview.  An annual performance evaluation, based on standardized criteria, shall be conducted under the authority of the Staff Review Board and department liaison for each officer eligible for promotion in rank.  The annual performance evaluations shall be maintained in each officer’s personnel file.  The oral interview shall be standardized and conducted by the Staff Review Board and the Town Manager.
   (D)   Selection for a new position within the Department shall be conducted by the Staff Review Board and the Town Manager; recommended to the Town Council by the Town Marshal.
   (E)   Notice of all open positions affecting promotions, operations or administrative, shall be posted in the Department 15 days prior to the interview process.  Officers interested in a particular position shall notify the Town Marshal in writing at least seven days prior to the interview process.  This allows an officer eight days to apply for promotion. The interested officer shall also indicate in writing why he or she is interested in the position and the skills which qualify him or her for the position.
