§ 153.074  EXTENSION OF STREETS.
   In order to provide for future development of adjacent land, and as required by the Plan Commission, the following shall apply.
   (A)   Proposed streets.  Proposed streets shall be extended to the boundary line of an adjacent tract, and terminated without a turnaround.
   (B)   Extension of streets.  Where an existing street terminates at the boundary line of a proposed subdivision, either the street shall be continued in the street pattern of the proposed subdivision, or a turnaround shall be provided in the proposed subdivision in accordance with the requirements for cul-de-sacs.
   (C)   Cul-de-sacs. Except for streets approved for future extension into adjacent developable territory, the closed end of a dead-end street shall be provided with a cul-de-sac in accordance with §§ 153.079 and 153.081 of this chapter.
   (D)   Connectivity.
      (1)   Except for subdivisions of ten lots or less, a connecting through street to channel traffic easily from one subdivision to another is required.
      (2)   Loop roads may be used if the through street is blocked by a topographical constraint.
   (E)   Access.
      (1)   Subdivisions over 25 lots must provide either two access ways in and out of the subdivision or a direct access point to a main road for all vehicle traffic.
         (a)   Access points must be installed and functional prior to approval of final plat;
         (b)   Main roads shall include all arterial and collector roads, as well as other roads as determined by the Department of Planning. (See table following the end of this section).
      (2)   Subdivisions over 50 lots must provide two access ways in and out of the subdivision with one of those a direct access point to a main road for all vehicle traffic.
      (3)   Loop roads may loop back to one main entrance if the loop effectively gives access in two directions.
