2-1-4: QUORUM; VOTING:
   A.   Quorum: A minimum of three (3) members in attendance at a meeting is required to constitute a quorum. The minimum number of "yes" votes necessary to carry an action of the planning commission shall be a majority of the members of the quorum in attendance.
   B.   Voting; Alternate Members:
      1.   Regular members in attendance at a meeting shall be entitled to vote on all matters coming before the commission. An alternate member in attendance at a meeting shall be designated to sit as a voting member of the commission at any time one or more regular members is absent from the meeting. The designation of the alternate member to voting status shall be made by the chair at the commencement of the meeting or at such other time as the number of regular members is less than five (5), and shall be so noted in the minutes.
      2.   Once designated to voting status, an alternate member shall serve as a voting member of the commission until the conclusion of the meeting. If during the course of the meeting a regular member, not in attendance at the time the alternate member was designated to sit as a voting member, shall arrive, and the combined total of the regular members and the alternate member designated to voting status exceeds five (5), the membership of the commission shall, until the conclusion of the meeting, be expanded to the number of regular members and the alternate member in attendance.
