No subdivision plan shall have the effect of leaving a residual zoning lot for which the required subdivision improvements: a) have not been previously constructed; or b) are not to be included as part of the required improvements for the proposed subdivision. For purposes of this section, a "residual zoning lot" shall be construed to include a parcel created by the proposed subdivision but not included as a lot on the final plat, which qualifies as a zoning lot, but because of insufficient size, dimension or other limitation is not readily capable of further division in accordance with the requirements of the zoning ordinance.
