Impact fees shall be fixed by ordinance by the city council and shall be reviewed by the city council at least once each fiscal biennium (i.e., every 2 years) and may be revised from time to time, by amendment of the ordinance by the city council to reflect changes in costs or other base data pertinent to the formula. Impact fees shall be developed through an impact fee study. Any changes to an impact fee ordinance shall require a public hearing that must be noticed fourteen (14) days prior to the hearing.
