Any person who seeks to develop land within the city by applying for a building permit or a manufactured home permit is hereby required to pay an impact fee in the manner set forth in this chapter. No new building permit for any activity requiring payment of an impact fee shall be issued unless and until the impact fee hereby required has been paid. No extension of a building permit issued prior to the effective date hereof for any activity requiring payment of an impact fee shall be granted unless and until the impact fee hereby required has been paid. The city may impose an impact fee for capital improvements costs previously incurred by the city to the extent that new growth and development will be served by the previously constructed improvement.
