The only substances dischargeable under this chapter into the city's storm sewer are storm water, surface drainage, subsurface drainage, ground water, roof runoff, cooling water or nonpolluted water. Such waters may be discharged only into storm sewers, which have adequate capacity for the accommodation of such waters.
