Any person violating any provision of this chapter shall be guilty of a class B misdemeanor and, upon conviction, subject to penalty as provided in section 1-4-1 of this code. Any person violating the provisions of this chapter shall become liable to the city for any expense, loss or damage occasioned by the city by reason of such violation.
